Meet LJ Francis

LJ Francis is a former educator with firsthand classroom experience and a deep understanding of what Texas students and teachers truly need to succeed.
Born in Jamaica, LJ immigrated to the United States and worked tirelessly to pursue the American Dream. He attributes much of his success to receiving an education grounded in academic excellence, not social ideology. Today, he stands against the growing influence of far-left bureaucrats who are waging a cultural war in Texas classrooms, pushing radical agendas like Critical Race Theory. LJ firmly believes these woke philosophies have no place in Texas education. He is committed to restoring local control to parents and teachers and putting students first.
On the State Board of Education, LJ currently serves as Chairman of two key committees and represents the Board in the statewide charter authorization process. He has championed a strong conservative agenda focused on transparency, academic rigor, and local empowerment.

He secured $100 million in insurance relief for school districts across 14 coastal counties to help offset rising property insurance costs, keeping more resources in the classroom.

He helped pass HB 1605, advancing early literacy efforts and giving the SBOE greater authority over curriculum approval and transparency.

He improved Career and Technical Education programs by aligning safety standards with OSHA guidelines.

He reformed the TEKS review process to ensure transparency, accountability, and academic rigor.

He expanded personal finance and career readiness instruction across K–12 standards.

He supported school choice, backing the SBOE’s decision to lift its opposition to voucher programs.
Francis represents a diverse region, including Aransas, Calhoun, Cameron, Hidalgo, Nueces, and Willacy counties, and consistently prioritizes parental rights, academic excellence, and educational opportunity for all students.
LJ Francis holds a Master’s in Civil Engineering from the University of South Florida and is completing his PhD at Texas A&M, Kingsville. He is running for re-election to continue serving as a conservative voice for SBOE District 2.
